Question Paper Specific Instructions
- (i) कुल 20 प्रश्न दिये गए हैं। खंड-अ से 10 प्रश्न लघु उत्तरीय हैं, जिनके प्रत्येक उत्तर की शब्द-सीमा 125 हैं तथा खंड-ब से 10 प्रश्न दीर्घ उत्तरीय हैं, जिनके प्रत्येक उत्तर की शब्द सीमा 200 निर्धारित हैं। प्रश्न हिंदी और अंग्रेजी दोनों में छपे हैं।
- (ii) सभी प्रश्न अनिवार्य हैं।
- (iii) प्रत्येक प्रश्न/भाग के लिये नियत अंक उसके सामने दिये गये हैं।
- (iv) प्रश्नों में इंगित शब्द-सीमा को ध्यान में रखें।
- (v) उत्तर पुस्तिका में खाली छोड़े गए कोई पृष्ठ अथवा पृष्ठ के भाग को पूर्णत: काट दें।
- (i) There are total 20 questions. Section-A consists of 10 short answer queslions with wordlimit of 125 each and Section-B conslsts of 10 long answer questions with word limit of 200 each. The questions are printed both in Hindi and in English.
- (ii) All questions are compulsory.
- (iii) The number of marks carried by each question/part is indicated against it.
- (iv) Keep the word limit indicated in the questions in mind.
- (v) Any page or portion of the page left blank in the answer booklet must be clearly struck off.

दुग्ध व्यवसायिों के संगठन द्वारा एक शांतिपूर्ण धरना दिया जा रहा था। पुलिस अधीक्षक पुलिस कर्मियों को निर्देशित करते हैं कि संगठन को किसी प्रकार की हिंसा न करने दें। पुन: वे कहते हैं कि यदि आवश्यकता हो, तो उन्हें ‘पाठ पढ़ा दें’। एक तैनात पुलिस कर्मी धरना देने वाले एक व्यक्ति से बहस करता है और पिटायी कर देता है। कारण पूछे जाने पर वह कहता है कि पुलिस अधीक्षक ने पाठ पढ़ाने के लिये कहा था। उपर्युक्त प्रकरण के परिप्रेक्ष्य में पुलिस अधीक्षक तथा पुलिस कर्मी के नैतिक आचरण पर टिप्पणी लिखिये।
8A peaceful protest was being carried out by a group of milk traders. The superintendent of Police instructs the Police Officials to prevent the group from committing any type of violence, He, however tells them to ‘teach them a lesson’, if situation warrants. A Police Offical on duty indulges into an argument with a protestor and beats him up. When inquired about his action, he says that he was told to teach them a lesson by the Superintendent of Police. Give your comment on rethical behaviour of both the Superintendent of Police and the Police Official in the light of above mentioned incident.

राम मूर्ति एक सरकारी कर्मचारी हैं तथा अपने वृद्ध माता-पिता के साथ इंदौर में रहते हैं। एक दिन भ्रमण के दौरान 11 वर्ष के एक अनाथ बालक के उनकी मुलाकात हो जाती है। वह दयनीय स्थिति में एक बेघर बालक था, जिसकी देख-भाल करने वाला कोई नहीं था। राम मूर्ति उस बालक को अपने घर ले आते हैं और प्रस्ताव रखते हैं कि यदि वह राम मूर्ति के वृद्ध माता-पिता की देखभाल करेगा, तो वे उसकी आवश्यकतानुसार दैनिक मजदूरी देंगे तथा शिक्षा की भी व्यवस्था करेंगे। नैतिक दृष्टिकोण से राम मूर्ति के आचरण का मूल्यांकन कीजिये।
12Ram Murti is a Government servant and lives with his old aged parents in Indore. One day during a field- visit he meets a 11 year old orphan boy. He was in a miserable condition and homeless, with no one to take care of him. Ram Murti brings the boy to home an proposes him that if he takes care of his aged parents, he will give him daily wage according to his needs and will arrange for his educaiton too. Evaluate Ram Murit is conduct from ethical perspective.

राजीव एक प्रवासी श्रमिक था। एक दिन जब वह साईकिल से रोड पर जा रहा था, तो एक कार ने उसकी साईकिल को धक्का मार दिया राजीव ने कार चालक को कार से बाहर खीचकर निकाला तथा उसे गालियाँ देने लगा। कार चालक ने एक छुरा निकाला तथा छुरे से उस पर तीन-चार बार वार (घोंप) कर वहाँ से भाग गया। तमाशबीनों ने राजीव को अस्पताल पहुँचाने में देर करेन तथा अत्यधिक रक्तस्राव के कारण उसकी मृत्यु हो गई। यदि राजीव के स्थान पर आप होते है, तो कार चालक की इस गैर जिम्मेदार ड्राइविंग के प्रति आप क्या करते? इस प्रकार की सड़क दुर्घटनाओं तथा दुर्घटना पीडितों के प्रति लोग बहुधा उदासीन या निष्क्रिय अभिवृत्ति का प्रदर्शन करते हैं। इसके कारणों की विवेचना कीजिये तथा इसके निवारण हेतु उपयों को सुझाइए।
12Rajeev was a migrant labour. One day when he was going on the road by his bicyle, a car pushed his bicycle. Rajeev dragged the driver out of car and began abusing him. The driver took out a knife and after stabbing him three-four times he fled away from the spot. Onlookers delayed rush Rajeev to hospital and due to excessive bleeding, he died. If you were in places of Rajev, what would you have done for driver’ s irresponsible driving? Often people show indifferent or passive attitude towards such road accidents and accident victims. Discuss its causes and suggest the remedies.
